CARDS is a Implementing agency for RTI strengthening programme in the state with support from PAC (public affair center, Bangalore aiming to attain greater public accountability and transparency using RTI for Social- Audit. The ground reality of RTI, Social-Audit and public- hearings is very harsh. There is nexus between power-bearing people, govt. officials, politicians, suppliers, contractors and other powerful and influential elements of the society who do not want the proper execution of RTI, Social- Audit and public hearings. There are plenty of cases of physical- attacks, atrocity, harassment and threatening occurred related to RTI and Social- Audit.
Under the planned strategy the intervention for proposed “ conducting RTI community social- audit for the financial year 2009-10” has been conceive to make the attempts deeper and penetrative in defeating corruption and adopting project decided measures to remedy them through simplifying the delivery process,reinstitutionalising agency processes, enhancing transparency and people’s participation and ultimately improving RTI response capacity of service providers by using Act as a tool in National Rural Employment Guarantee Scheme (NREGS), Swarna Jayanti Swarojgar Yojna (SGSY),Nava Anjor ( in Chhattisgarh only), Indira Awas Yojna, Mid-Day Meal Scheme, ICDS services, National Rural Health Mission(NRHM), Public Distribution Scheme (PDS) etc.
